Information Technology Classification Feedback

March 14, 2008 - New Classification Review Needed!

Local 2019 met with the Management (Ruth Baxley, Joe Fleischmann, Nick Irias and Richard Jung) on March 6 to discuss initial feedback from Management's proposal.  During the 90 minute meeting, Local 2019 provided a general summary of questions, concerns, etc.  We agreed to provide the District with a written summary of issues for their response.  The summary should be available the week of March 17 and will be posted on our website.

Next Steps...

  • Please review the proposed classifications for missing, inaccurate or expanded Duties, Knowledge, Skills and Abilities.  Please use our Confidential Feedback Form to provide feedback to Union leadership.

  • Attend the March 18 General Membership Meeting to hear a summary of the concerns, provide additional feedback and discuss your thoughts about our Next Steps.

  • Are you interested in attending our meetings with Management as a representative of your classification?  Please volunteer using the Confidential Feedback Form.

February 26, 2008 - Information Technology Classification Plan Feedback Needed!

At our February 20, 2008 Labor-Management meeting, Nick Irias and Joe Fleischmann presented a proposal to 'modernize' our Information Technology (IT) classifications.  Management stated that this proposal was in response to three items:

  • Nick's request in early 2007 to review the ISD classifications and address 'recruitment issues'

  • Outstanding classification study requests from the Network Infrastructure work group (Network Analyst II & III)

  • The Senior Programmer Analyst classification study that was agreed to during our 2007 Negotiations.

With this proposal Management is attempting to bring our IT department into alignment with the 'private' IT industry, but what it appears to do is:
  • Deny the classification study requests
  • Devalue the Client Services (Help Desk) Network Analysts by placing them on a separate, dead-end career path...with a 15% pay cut/loss.
  • Fail to grandfather ANY employees into the new classifications...Essentially creating a 2-tiered career path.
  • Offer new work responsibilities (i.e. more work), for the same pay, for many Senior classifications.
  • Raise the Knowledge, Skills and Abilities bar so high that (per Nick) only a few employees qualify for the IT Architect positions.
  • Fail to address the continuing recruitment, retention and morale issues that face ISD.
  • Etc.

Next Steps...

We need your feedback...What changes should be made to make this proposal work for us?  Please send your questions, concerns, changes, issues, etc. regarding this proposal to Feedback@AFSCME2019.org.

Meet and Confer...Local 2019 will request a meet and confer regarding this proposal...Are you willing to represent your classification at these meetings?

Let's meet...Are you willing to attend some lunch-time meetings to discuss your concerns?

Find your AFSCME green t-shirt...We have a feeling we'll be attending some Board of Directors' meetings in the near future.  We'll be looking for volunteers to speak to the Board.
